Prof. Ma Baocheng, a Ph. D Supervisor and vice director of Center for Development Strategic & Public Policy Research of Chinese Academy of Governance came to our school for an exchange tour on November 6 and presented an academic report entitled "Decentralization Reform to Stimulate the Vitality of Enterprises and the Market", which was presided over by Prof. Feng Hua, director of Economics Department. Dozens of experts and scholars attended the report, particularly including Prof. Zhao Jian, Prof. Lin Xiaoyan, Prof. Wu Jianhong and Prof. Zhou Yaodong, etc.

 

Prof. Ma Baocheng focused on all achievements obtained by the new government in the institutional reform and the functional transformation and the relevant difficult issues to streamline and summarize the specific measures of the decentralization reform conducted by the new government from three angles, respectively pdecentralization oriented toward enterprises and the marketq, "decentralization oriented toward non-governmental organizations (NGOs)" and pdecentralization oriented toward local governmentsq. Prof. Ma Baocheng continued, within one year and a half, the central government streamlined and decentralized more than 630 approval rights. More than one thirds of which are oriented toward the enterprises and the market, particularly involving pMinimizing the approval of the investment projectsq, "Minimizing the approval of the operation activitiesq, "Minimizing the approval of Investment qualificationsq, reducing the administrative and institutional charges, reforming the commercial affairs system and eliminating enterprise annual verification system and changing it into the enterprise annual reporting system, etc., to deregulate the enterprises and stimulate the market vitality, and the favorable results have been initially obtained; in view of the measures taken for the social associations and organizations, the administrative examination and approval system reform has been steadily promoted towards two aspects, respectively the de-administration and the introduction of the competition mechanism; in view of the decentralization from the central government to the local governments, it will be the key to the future reform by clarifying and improving the financial transfer payment system.
