At 14:10 on the afternoon of December 25, 2014, Mr. Xue Ling, a professor of School of Government in Peking University, executive vice director of Office of Planning and Policy Research, Peking University and vice director of China Center for Economic Research in Peking University (CCER) gave a special lecture entitled pRegional Integration and Beijing-Tianjin-Hebei Harmonious Developmentq, which was held at RM. 611 in East Siyuan Building and was presided over by Prof. Bu Wei and attended by Prof. Zhao Jian, Prof. Li Wenxing, Prof. Lin Xiaoyan, Prof. Tan Kehu, Prof. Zhou Yaodong and Prof. Tong Qiong, etc., and some associate professors, instructors and some postgraduates from Economics College.
This lecture lasted 2 hours, composed of 5 parts. Firstly, Prof. Xue clearly defined Jing-Jin-Ji Region in the narrow sense, the medium sense and the broad sense. Then he conducted the profound analysis of the connotations of the integration, thinking that the pjoint actionq for pdecreasing or eliminating the trade barriersq represents a means but the trade promotion and the effective allocation of the resources pwithin the ever-increasing spaceq is the purpose. The regional integration is a process as well as an organization. Integration is the achievement of pFive Commonsq, namely the common infrastructure, common public service, common market, common system and common value. Next, Prof. Xue talked about the development course of Beijing-Tianjin-Hebei Integration in various historical phases, particularly emphasizing the brand-new development since the p12th Five-year Programq period. Then, he highlighted the five major key problems in strongly promoting the development of Beijing-Tianjin-Hebei Integration, respectively the Double three-dimensional structure, Official Standard Culture, Ecological environment of tight constraints, coexistence of "overcrowding" and pundercrowdingq and the incomplete information, etc. At last, Prof. Xue pointed out, the development of Beijing-Tianjin-Hebei Integration is of great significance in promoting the national new-style urbanization building, the national innovation development, eco-civilization progress and improving the national governance system and expanding the scope of opening-up, etc.
In the whole lecture process, Prof. Xue repeatedly cited Yangtze River Delta and Tokyo, etc., as the typical cases and also combined his own life experience to conduct the in-depth analysis of the regional coordinated development. Furthermore, he gave an account of the latest development of the research results of Beijing-Tianjin-Hebei Integration. Prof. Xue used the concise and plain language in the lecture full of humor, so his lecture was greeted with gales of laughter.
At the close of the lecture, Prof. Zhao Jian and other teachers shared the profound discussion and exchange concerning their interested topics and problems related to the significance of the urban cluster, the interpretation of the capital non-core function, etc.
This lecture offered an excellent opportunity for the extensive exchange and research of Beijing-Tianjin-Hebei Integration among various colleges and universities, thus strongly promoting the further development of the academic research in this respect.
