At 14:30-17:30 on January 8, 2015, an academic lecture entitled "Face-to-Face Exchange with Masters" sponsored by Postgraduate Work Department was held at SD303 of Business Administration College. Li Zhaoxi, Research Fellow of Development Research Center of the State Council, came over to our school to deliver an academic report entitled pNational Ownership Policies to be Clarified for the Deeper Reform State-owned Enterprisesq, which was presided over by Associate Professor Zhang Jinxin, associate dean of Business Administration College.
Mr. Li thought that the state-owned capital was, in essence, the public capital and the ownership function of the state-owned enterprises was to essentially implement the public policy. The deep reform the state-owned enterprises still lacks the definite targets (in the process of the marketization of the state-owned enterprises, particularly the loss of the public target caused by pinsider Controlq to seek the commercial targets and the vested interest), the public policy instruments (national ownership policy and the competition and regulatory policy) and the corresponding legal system (the contents of the classification legislation including the public law and the special acts in the special fields). The national ownership function is composed of the decision, implementation and supervision and necessitates the mutual coordination and restraint to avoid the conflict of interest, which can be necessarily implemented by various departments. He also pointed out that many problems and the deep-seated contradictions in the process of the reform of the state-owned enterprises, so it is necessary to pay more attention to the top-level design and system design of the solutions to the deeper reform of the state-owned enterprises under the complicated the environment conditions.
Li Zhaoxi is a research fellow of Development Research Center of the State Council as well as a winner of the special government allowance of the State Council for his outstanding contributions made in the research of the development of Chinaos social science as well as a researcher of Center for Studies of Corporate Governance of Tsinghua University, the Executive Director of China Association for Promoting International Economic & Technical Cooperation, 2005 Council member of WRSA Chamber of Commerce (WRSACC) and Vice President of European and American alumni MBA Association.
This report lasted for 3 hours, Mr. Li enjoyed the interactive exchange with the teachers and students, answering the questions raised the teachers and students. Mr. Lios report was advanced and forward-looking, interesting and humorous and easily acceptable, thus having won the high praise and recognition from the teachers and students present at the report. After the report, Prof. Wu Jianhong from Business Administration College conducted the deeper discussion and exchange with Mr. Li.
