On the afternoon of January 17, 2015, First Plenary Session of 3rd Academic Committee of Beijing Transportation Development Research Base of Beijing Jiaotong University was grandly convened at DS 611 in BJTU. Present at the seminar were Zhang Qingxi, vice director of Beijing Planning Office of Philosophy and Social Science, Liu Jun, vice director of Base Management Department, Prof. Duan Liren, consultant of Beijing Transportation Development Research Base, Prof. Zhang Guowu, Prof. Wang Jiaqiong and Prof. Li Xuewei, members of the 3rd Academic Committee of Beijing Transportation Development Research Base, Ye Long, vice director of Humanities and Social Sciences Department of Beijing Jiaotong University, Zhang Qiusheng, Dean of School of Economics and Management, Shi Xianliang, associate dean, Lin Xiaoyan, a chief leader of Beijing Transportation Development Research Base, Bu Wei, party secretary and associate dean of Economics College and Associate dean Li Weidong. The seminar was presided over by Shi Xianliang, associate dean of BJTU School of Economics and Management.
First of all, Zhang Qiusheng, Dean of School of Economics and Management, gave a welcome speech. Followed by the speech delivered by Ye Long, vice director of Humanities and Social Sciences Department of Beijing Jiaotong University. Prof. Rong Chaohe, chief expert of the base, introduced the history of the school and the relevant disciplines to the leaders and other experts present at the seminar, particularly focusing on the background for establishing Beijing Transportation Development Research Base and the background and reasons for changing the name of the base from pBasic Industry Research Centerq to currently Beijing Transportation Development Research Base. Prof. Rong expressed that the base has experienced a decade-long development since its initial establishment and will usher in the third round of the forthcoming evaluation, so the base enjoys a broader space for development and he hoped that all experts and members of relevant committees would give the valuable comments and proposals for the future development of the base.
Wang Jiaqiong, president of Capital University of Economics and Business made a speech on behalf of the members of the 3rd Academic Committee of Beijing Transportation Development Research Base. President Wang remarks that though it has been 7 years since he left BJTU, yet he has always paid attention to the development of BJTU, particularly the development of School of Economics and Management. Then, President Wang proposed that the base should have a good command of the four separate relationships: the relationship of pTop Leaderq and pPractical Workq, Regional and industrial relationship, Professional and synergetic relationship, Short-term and long-term relationship. President Wang said that he would give full support to the development of his Alma Mater in the hope that School of Economics and Management would try its utmost to effectively operate the base with the satisfactory achievements.
Later, Mr. Li Weidong, associate dean of Economics College, who is responsible of the daily work of the base, reported the work performance of the base from the research orientation and development potentials, research level and contribution, force building, operation and management, development strategy and other aspects during the period 2012-2014. Prof. Lin Xiaoyan, a major responsible leader of the base gave a brief introduction of the future major research orientations and discipline development of the base for the review and discussion by the experts present at the seminar.
First, Prof. Zhang Guowu, consultant of the Base Academic Committee, shared his feelings about being a member of the academic committee of the base, particularly his own opinions about the building of the basic theory, the close combination of the current situation with the future development and the talent cultivation. At the same time, he said active efforts would be made to encourage the innovative construction of the base and that he was willing to give the full support. Prof. Duan Liren, academic consultant, emphasized the theoretical research, particularly the combination with the practice, which requires us to make greater efforts for a better performance. Lin Zhonghong, vice president of CRECC, mainly talked about the two major strategies of the central government, respectively pOne Road and One Beltq and Beijing-Tianjin-Hebei Synergetic Development, fully confirming the three major research orientations of the base, particularly focusing on the relevant issues related to transport economy in the process of Beijing-Tianjin-Hebei Synergetic Development and giving his suggestions to the national authority and Beijing Municipality about the industrial layout. Kang Jun, vice director and a research of National Institute of Statistical Sciences of National Bureau of Statistics pointed out that Schools of Economics and Management of engineering university do have problems in applying for the National Social Science Fund, so he encouraged the teachers working at the base to positively apply for the Economics programs of the National Press Foundation. Also, he suggested that more efforts would be made for the active publicity, particularly on the network and other media to enhance the impact of the base. Prof. Xiao Xing, general manager of Transport Management Department of SINOTRANS LIMITED started his talk from the modern logistics industry, pointing out that the logistics industrial theory lagged behind and the research of the universities lacked the necessary guidance to the logistics industry, so he suggested that the research of the base should start from the actual demands, and should be closely related to the practice so that it can offer the necessary guidance to the actual practice and can change the models of the policy research. Prof. Sha Hongjiang, party secretary of Civil Aviation Management Institute of China (CAMIC), talked about engineering construction of Beijing New Airport, pointing out some problems worthy of further research. Prof. Wang Dashu of Economics College of Peking University focused on the problem of the integration of the research of the base, particularly including Beijing-Tianjin-Hebei Traffic Integration, Beijing-Tianjin-Hebei Traffic System Integration and Beijing-Tianjin-Hebei Economic Management Integration. Li Zhongkui, vice chief engineering and researcher of China Academy of Transportation Sciences put forward three major orientations for the future construction of the base, firstly, the theoretical orientation: to utilize the resources of the school to provide the analytical perspective and framework of the industrial management and greater assistance to the solution of the industrial policy problems; Secondly, the problem orientation: Beijing City is faced with the universal problems, so as long as we can solve the problems baffling Beijing City, it will play an exemplary role in effectively solving all other problems bothering the whole countries, particularly the urban clusters and the Metropolitan areas; thirdly, the policy orientation: the think tank or successful mark of the base is the leading decision and the results will be effectively applied to the practice. At the same time, we should have the farsighted strategy. He also suggested that the base should hold summit forums to cater to the specific topics to attract the various voices onto the platform of the base.
At last, Zhang Qingxi, vice director of Beijing Planning Office of Philosophy and Social Science, made the summary speech. Director Zhang made an interpretation of the think tank and intellectual rewards, pointing out that Beijing Philosophy and Social Science Research Base has been incorporated into Beijing City New-type Think Tank Construction System. The major work of the think tan is the scientific research, talent cultivation, academic activities, material accumulation and database building and the service decisions. However, the service decisions are the core functions of the think tank. Therefore, it is hoped that the base will put more energy into the work in this respect so as to continuously obtain the satisfactory results related to the decisions made by Beijing CPC Party Committee and Municipal Government.
