From April 10-11, 2015, the 10th annual academic meeting, 5th congress and 5th transition meeting of council of the China Soft Science Research Society was held in Beijing. Over 360 experts and scholars from 186 universities, enterprises and research groups attended the meeting. Prof. Feng Hua and Prof. Tang Fangcheng of our school were invited to attend the meeting.
At the meeting, Zhang Laiwu, Vice Minister of Science and Technology, was elected as the President of the 5th council of the China Soft Science Research Society. Gu Shengzu, Deputy Director of the Committee of Finance and Economy of the National People's Congress, was elected as a Vice President of the council. The meeting was going to added two people as Vice Presidents of the council, which were Liang Gui, Party Secretary-General of the Northwest Agricultural and Forest University, and Cao Jianguo, General Manager of China Aerospace Science and Industry Corporation. Their appointments still need approvals of Organization Department of the CPC Central Committee, after applications of their superior departments. Prof. Feng Hua of our school was elected as a standing member of the council, and Prof. Feng Hua and Prof. Tang Fangcheng of our school was elected as a member of the council.
The meeting had academic exchanges with the theme of pDrive of innovation and governmentos governanceq. President Zhang Laiwu made a key presentation of pDrive of innovation and integration of urban and rural developmentq. He elaborated what is drive of innovation, how to implement innovation driven strategy, how the top-level design of innovation driven strategy can solve problems like lack of internal need, urban-rural dual structure and security of food quality. The meeting also had academic discussions about function of government, improvement of multi-layer capital market system, risk of One Belt and One Road. Prof. Feng Hua raise a question of pHow to choose the path for implementation of innovation driven strategy, gradual reform or comprehensive breakthrough by top-level design?q to President Zhang Laiwu. President Zhang Laiwu considered that it needed think tank to implement innovation driven strategy, and it was also very important to make good top-level design.
China Soft Science Research Society is a nation-wide academic group, instructed by the Ministry of Science and Technology and united by institutions, groups, enterprises, experts and scholars of soft science research and administration in the fields of natural science, social science and engineering. Its aim is to unite strengths from all aspects to promote development of Chinaos soft science and relative consulting industry, serve reform and open-up policy, economic construction and social development, and accelerate democratic, scientific and institutional processes of Chinaos decision making in each layer. The School of Economics and Management of Beijing Jiaotong University is a group member of China Soft Science Research Society. Since the 18th Congress of the China Communist Party, scholars of our school have undertaken many national, provincial and ministerial science projects, such as national key social science project of pStudy on scientific service industryq hosted by Prof. Feng Hua, Ministry of Communications project of pStudy of developing strategy and policy orientation of modern communicationsq, and Beijing Municipal Government project of pStudy on implementation of innovation driven strategyq. Many suggestions of scholars of our school have been adopted. For example, pSuggestion about construction of Zhongguancun National Innovation Special Regionq was adopted by Achievement Bulletin of Beijing Municipal Government, pImplementation of innovation driven strategy needs precise force on scientific innovation service systemq was adopted by Soft Science Bulletin of the Ministry of Science and Technology, pSuggestion about introducing social capital into transportation constructionq raised by Prof. Rong Chao and Prof. Feng Hua was adopted by Achievement Bulletin of Beijing Municipal Government, pCross-region railways are significant for the coordinated development of Beijing, Tianjin and Hebeiq was adopted by internal reference of the Peopleos Daily. A series of important achievements in soft science research of our school have make our school an important think tank leading transportation construction and economic social development.
