The deputy director of Development Research Center of the State Council, researcher Long Guoqiang made the special report entitled as p New situation and new strategy of Chinaos opening to the outside world under the background of none belt and one roadoq. The vice president of Beijing Jiaotong University, professor Zhang Xingchen met with researcher Long Guoqiang, and had a cordial exchange. Secondly, he set forth the basic cause for Chinaos successful opening up to the outside world (complying with the economic globalization trend, firmly grasping the international opportunities by the policy innovation, giving full play to the comparative advantage of low cost labor force and dynamic advantages creating the industrial basis, gradually carrying forward, drawing on advantages and avoiding the disadvantages, thus guarding against the various kinds of risks ) and three major changes faced by the opening up to the outside world(chinaos economy has entered a new normality in which the growth rate needs the shift of gears, the economic structure needs the adjustment, the growth power needs the switching , the major adjustment period of world economy and construction period of the new generation international economic and trade rules , the comparative advantage conversion period and the rising up of the newly developing great powers). Once again, he put forward the strategic target of building the new advantage of open economy ( turning from earning the foreign exchange through exports to the value chain promotion +peaceful rise, turning from mainly relying on low cost to the international competitionos new advantage with the quality, technology, brand, service as the core) and strategic focus of building open economyos international competition new advantage( strengthening the capacity for participating the global economy governance, strengthening the international competitiveness of technology and capital intensive products; strengthening the international competitiveness of service trade, developing a batch of local transnational corporations with international competitiveness, guaranteeing the national resources energy and financial security).
