“Seminar on Public Finance and Government Budget Management in Developing Countries" Successfully Concludes at Our University

On the afternoon of July 2, 2024, the closing ceremony of the short-term foreign aid training program "Seminar on Public Finance and Government Budget Management in Developing Countries," sponsored by the Ministry of Commerce and hosted by the School of Economics and Management of our university, was held at the International Education School. Vice Dean Liu Xiaofang of the International Education School awarded completion certificates to the participants, and Vice Dean Shang Xiaopu of the School of Economics and Management summarized the project. The seminar was attended by 33 government officials and financial experts from 10 developing countries, including Armenia, Rwanda, Nigeria, Kiribati, Zimbabwe, Uzbekistan, Tanzania, Mauritius, Grenada, and the Maldives. The 14-day seminar aimed to enhance the theoretical and practical knowledge of the participants in public finance and government budget management through a systematic curriculum and rich on-site teaching, thereby strengthening international cooperation and exchange.

KHEMA DEEPTI BEESOON from Mauritius and Abdullahi Aliyu from Nigeria spoke on behalf of the participants at the closing ceremony. KHEMA DEEPTI BEESOON first expressed heartfelt gratitude to the service team of the seminar, then highly praised the arrangements made during the seminar, stating that the experience was very rewarding and fruitful. Meanwhile, Abdullahi Aliyu pointed out that by learning about the Belt and Road Initiative, China’s open policies, economic policies, and railway development, he gained insight into China’s political system and government administrative structures. He realized that these advanced policies are reasons for China's development and rise to the forefront of the world. Finally, he highly praised the deep friendship between China and Nigeria and expressed hope that this seminar would serve as a catalyst for better promoting unity and cooperation between the two countries.

 

The seminar included a series of diverse activities centered around the training theme, such as specialized lectures, on-site teaching, discussion forums, corporate visits, and cultural experiences. The course content covered multiple aspects of public finance and government budget management, including financial models for infrastructure construction in developing countries, the development trends of new foreign trade formats, and tax policy support. In addition to classroom teaching, multiple corporate visits and cultural experience activities were arranged. Representatives of the participants who visited companies and conducted field research stated that through this multi-industry and multi-dimensional enterprise investigation, they not only learned about China’s regional economic development but also gained a deeper understanding of the practical application of corporate finance. This provided them with a more intuitive understanding of investment and budget management for enterprise projects, yielding significant benefits.

 

The successful hosting of this seminar provided an opportunity for developing countries to learn advanced knowledge and experience from China, while also injecting new momentum into friendly cooperation between China and developing countries. In the future, the School of Economics and Management at Beijing Jiaotong University will continue to leverage its academic advantages and distinctive features, explore more cooperative models, and cultivate more financial management talents for the international community, thereby promoting the continuous development of global public finance management.
