At the invitation of Center for China Transportation Economic Research, BJTU (formerly Institute of Transport Economics), Mr. Mats Harborn, executive director of Scania China Strategic Center, gave a lecture entitled pRelations between Standard and Efficiency and Sustainabilityq at RM. SD307 at 2:30 p.m. on May 20. 80-odd teachers and postgraduates from Center for China Transportation Economic Research and Economics College attended the lecture which was presided over by Prof. Ou Gouli.
Executive director, Mats Harborn, has worked in China for 20-odd years, constantly focusing on the problems related to Chinaos highway transport vehicles standardization, so he often puts forward policy proposals concerning the transport vehicle modularization, technical standard and Regulatory framework, etc., to Ministry of Transport of the People's Republic of China (MOT). In this lecture, Mr. Mats Harborn presented a brief introduction of the situations in Scania and China, focusing on the discussion of problems about the challenge, standard and policy implementation facing the traffic transport industry. In view of the challenges facing the traffic transport industry, he enumerated study cases related to the transport demand growth, environment problems, road safety, Chinaos logistic efficiency and the international efficient logistics, particularly introducing the Swedish experience about Holistic Approach, remarking that Green and high efficiency can be achieved at a certain cost. In view of the standard and implementation, he thinks that the government, industry and other stakeholders should have the joint liabilities as specified by the laws and regulations and should try to keep a balance in the transport efficiency, safety and sustainability, lower the external impact, create the high-efficient transport service by building the regulatory framework and lower the other cost through the regulations and the price intervention, say, the traffic jam, pollution and security and the optimal social economic benefit and welfare. Mr. Mats Harborn emphasized that the key factors for the sustainable traffic transport include the cooperation among the government, research institutes and enterprises, the customer orientation with the innovation and efficiency for formulating the standards as the orientation. He thinks that with the ever-increasing complexity of the economic activities in China and under the national policy and regulation framework, the relocation of resources in the market economy will be the future development direction.
After the lecture, the teachers and students positively raised questions about such problems as the relations between traffic communication and transport, the cooperation between the government and the market, the main body for working out the standards and implementation, logistics cost elements, etc., Mr. Mats Harborn carefully and completely answered the questions and conducted the meticulous analysis of the actual situations in China, thus having won the good praises from the teachers and students.
