Notification of the application for the Postdoctoral International Exchange Program in 2018

In accordance with the spirit of the Notice of the National Postdoctoral Management Committee of the Ministry of Human Resources and Social Security on the Issuance of the Postdoctoral International Exchange Program (Letter [2012] 310) and the Notice of the Office of the National Postdoctoral Management Committee on the Issuance of the Detailed Rules for the Implementation of the Postdoctoral International Exchange Program (BOCOP [2013] 77). In order to further enhance the implementation effect of the international exchange and introduction of postdoctoral projects and attract more outstanding overseas high-level talents to China (return home) for postdoctoral research, the Office of the National Postdoctoral Administrative Committee has decided that the introduction will be carried out in accordance with the principle of "Application at any time, Timely Review, Preferential Funding, First come First served" in the future. The project will be funded by 3-4 expert reviews each year and hereby the following items in 2018:

  • Project content

International Exchange Program of Postdoctoral sponsors excellent foreign (overseas) and overseas doctoral students coming to China to work at postdoctoral stations (hereinafter referred to as "introduction units").

The period of funding is two years, and the imported personnel should ensure that they are engaged in postdoctoral research in China for no less than 20 months. The funding is shared by the office of the National Postdoctoral Administrative Committee and the importing units which The office of the National Postdoctoral Administrative Committee subsidizes 200,000 yuan per person per year, and the importing units subsidize 100,000 yuan per person per year, both including personal living expenses, housing subsidies, social security and international travel expenses during the postdoctoral research in China.

The imported personnel shall be managed by the imported units as the station member

  • Application conditions

Applicants should meet the following requirements:

  • Under the age of 35, with good moral character and health;
  • the applicant should be a foreign or overseas student who has received a doctorate in the past three years;
  • The applicant's Ph.D. school should be the top 100 universities in the world, or his Ph.D. affiliated disciplines rank the top 100 in the world. Applicants for the countries along ¡°The Belt and Road¡± can be relaxed to the top 3 universities in the applicant's country;
  • The applicant contacts the domestic postdoctoral workstation independently, and obtains the official recommendation of the establishment unit;
  • Obtained outstanding research results during the course of doctorate;
  • Personnel from non-English-speaking countries should have good listening, speaking, reading and writing skills in Chinese (or English);
  • Haven¡¯t funded by this project or postdoctoral international exchange program, ¡°Xiangjiang Scholars Program¡±, Sino-German postdoctoral exchange program, and postdoctoral innovative talents support program or other National Postdoctoral projects;
  • Domestic in-service personnel can not declare this item. During the period of funding, the applicant must be completely off the job in postdoctoral research;

Considering the late start of this year's declaration work, postdoctoral researchers who are eligible to enter the station after January 1, 2018 are allowed to participate in this declaration.

  • Selection procedure

The selection process is individual application, and review recommendations of the imported units, and then the National Postdoctoral Administrative Committee Office to organize the review and publication of funding results. The specific process as follows:

  • Personal Application

Applicants are requested to login to the China Post-doctoral Network (c) from Oct. 19 to Nov. 5, enter the "Foreign Exchange Projects" declaration system and complete the online declaration according to the requirements of the declaration instructions. At the same time, submit the Declaration form for the introduction of "postdoctoral international exchange plan" (Chinese or English paper materials) and 2 copies of certification materials (A4 sheets, left side binding, cover and catalogue) before Nov. 5th;

Certificate materials include: valid identity certificate, doctoral degree certificate or defense resolution, the main scientific research work and academic achievements listed in the Declaration Form;

  • review recommendations of the imported units

The importing units collect and examine the application materials, fill in the unit recommendation in the "Declaration Form" (Chinese or English paper materials), and login the "Foreign Exchange Projects" declaration system to complete the examination of electronic materials before Nov. 12th. At the same time, generate the Application form for the introduction of "postdoctoral international exchange plan" (Annex 2) online, and submitted to the China postdoctoral science foundation together with paper application materials before Nov. 12th;

  • Related requirements
  • Each station shall organize and carry out the declaration work positively, notify those who meet the requirements and have the intention to declare on time, and make policy explanations to the applicants in accordance with the Notice of the Office of the National Postdoctoral Administrative Committee on the Issue of Detailed Rules for the Implementation of the Postdoctoral International Exchange Program (BOCOP [2013] 77) and this Notice;
  • Each station shall carefully examine and verify the application materials to ensure that the materials are true and accurate that the contents of electronic and paper materials are identical. If false content is found, the applicant's application and eligibility for election will be cancelled once verified. For units with false content declaration, the eligibility for the "Post-doctoral International Exchange Program" will be suspended for one year;
  • the relevant declaration forms should be downloaded from China Postdoctoral website;
  • All stations should pay attention to the deadlines for the submission and examination of paper materials and approval of electronic materials online, overdue will not be accepted;
