Research Areas
(1)"Technical economics" area
In 1962,accepting the mission of the first-generation central leadership, he first proposed and was in charge of drafting China’s first Techno-economicsScience and Technology Development Planning Outline,which was adopted in 1963 by the Central Committee of the CPC and the State Council and was listed as one of the seven major scientific and technological fields (note: the seven major scientific and technological fields are natural condition and resources survey research, industrial science and technology, agricultural science and technology, medical science and technology, techno-economics science and technology, technical science and basic science). From 1963 to 1965, he started the Technical Economics Research and completed China’s first research report of Technological Economics Methodology. In People’s Daily (September19th 1963) and Scientific News (No. 7 Issue in 1964), he published two influential papers entitled Aggressively Developing Technological Economics Research and Targets, Tasks and Methods for Technological Economics Research. Since the reform and opening to the outside world, he published China’s first technological economics monograph entitled General Outline of Technological Economics with great impacts both at home and abroad. In 1978, he actively participated in the establishment of the China Technological Economics Research Society, and served as the first director general for 8 years, contributed greatly in developing the subject. In 1979, he was hired as a technical and economic modernization and management of major group members by National Science and Technology Commission. In 1980, he proposed to establish China’s first Institute of Technological Economics (currently known as the Institute of Quantitative Economics and Technological Economics) within the Chinese Academy of Social Sciences (currently known as the Institute of Quantitative Economics and Technological Economics) and held the main post of this newly established institute.
In 1989, he served as the director of the Institute of Technological Economics of the National Planning Commission and founder of "China's technological and economic science", which drew  more attention from. He systematically and creatively advanced the nature of the subjects, targets, systems, theory and applications of the "technical economics", with his Masterpiece "Technical Introduction to Economics," "Technical economics", all of which have fourth reprinted and awarded the national "Bright Cup" outstanding academic book second prize held by Guangming Daily.He applied technical economics methods to the argumentation of several national key projects as Jinhai engineering, evaluation of technological progress, economic development, the efficiency of revolution and the Sino-Japanese cooperation in the development of the Bohai oil field, two sets of Baoshan Iron and Steel Mill, the rational use of 100 million tons of oil, Nanhai petrochemical, which has obtained significant achievement and contributed a great deal to the construction of the subject and personnel training . In the "Chinese technical economics",Eric Dacey, a well-known Sweden scientist, has pointed out that technical economics are China's own development of an emerging discipline, and Shoubo Xu has been known as the father of Chinese technical economics.
 
(2) Energy Technological Economics (ETE)/Comprehensive Energy Engineering (CEE) area
In 1960, after finishing study and returning from Soviet Union, he Dr. Xu proposed establishing China’s first comprehensive energy research office within the Chinese Academy of Sciences, initiating the research and application of China’ Comprehensive Energy Engineering (CEE). In 1962, he has been appointed by the State Committee of Science and Technology PRC as a team member of the Expert Panel for the Comprehensive Utilization of Combustible Minerals. In 1977, he launched China’s first energy journal. In the October of the same year, he first proposed and was in charge of drafting China’s first Program ofEnergy Science and Technology, which was adopted by the National Science Congress in 1978 and has been listed as one of the eight major important scientific and technological fields(Note: the eight major important scientific and technological fields are agriculture, energy, material, computer, laser, space, high-energy physics and genetic engineering). As the president of the Institute of Technological Economics of the State Council PRC, after research based on the theory and methods of the overall saving and the comprehensive energy efficiency strategy, he made the conclusion in 1981-1983 that economy can be quadrupled to the energy double., which provided an important scientific basis for the second-generation central leadership to make the grand strategy known as "a security quadrupled" and thereby made outstanding contribution.The strategy had been proved correct by getting its goal achieved in 1995, 5 years ahead of expectation. He has been undertaking the research on ETE / CEE over a long period of time has established and has been developing the theories and methods of ETE / CEE, has published monographs such as On Broad-Sense Energy Conservation, Energy Technological Economics, Comprehensive Energy Engineering, etc. He’s the main pioneer and founder of china’s ETE / CEE.
 
(3) Material Flow Technological Economics/ Material Flow Science and Technology area
In 1984, Shoubo Xu founded China’s Logistics Seminar actively taking on the responsibility as vice executive president specialized in academic work,.He launched China’s first Chinese Material Flow (MF) journal afterwards. In 1985, he first put forward the new concept of material flow (MF) in the paper “some questions on Material Flow Technological Economics studies” (Chinese Material Flow, first issue). In 1987, he has been the editor in chief of china’s first Material Flow book "Study and Application of Material Flow ", putting forward the theories and methods of "Material Flow Technical Economy" (Material Flow and its application,Economic Science Press, 114-154). In April 2005, he advanced the original theories of “Material Flow Science and Technology” and “Material Flow” (MF), which are reproduced by Xinhua Digest, searched by the international SSCI and praised by domestic and foreign well-known experts. He is one of the trailblazers of the research into Material Flow Technological Economics of China.Samuelson & Swanson, two former chairmen of International Systems Science Society, and Lida Xu (USA), a professor of IFIP TC8.9, had all agreed that MF provided an important theoretical basis and means to transition from traditional system of abstract entities to material science and system science.It’s a more comprehensive view about human interaction, integration and material flow and logistics is only a part of it. He used to be a consultant of Chinese Materials Technology DevelopmentAssociation, the first director of Logistics Technical and Economic Committee of Chinese Institute of Logistics Technology, a member of the first session of the Committee of experts of China Federation of Logistics& Purchasing and a consultant of Chinese Institute of Logistics, etc.
Teaching Courses
Since 1978, he has taught these three new disciplines for executives, university students, master level students and doctoral students at the Chinese Academy of Social Sciences, Tsinghua University, Peking University, Beijing Institute of Chemical Technology, East China Petroleum College, China University of Mining and Technology, Beijing University of Science and Technology, Beijing Jiaotong University, etc. He teaches leading cadres, teachers, college students, graduate students, doctoral students these three new subjects. In addition, he teaches continuing education courses at the Central TV University for the vast number of engineers and technicians. More than one hundred thousand in-service engineering and technical personnel have passed the examination on the subject. He has supervised tens of doctors and master level students and has also supervised graduates students from the US, Germany and France.
